Fatal Car Accident
The Delano Police Department is looking for a 4-door 2006-2007 Honda Accord. This information was developed through examination of evidence located at the scene. Anyone with any information regarding this crime is urged to notify the Delano Police Department.
The victim remains unidentified.
Original Release:
On December, 1, 2017, at approximately 11;25 pm, Officers with the Delano Police Department were dispatched to the area of County Line Road and Melcher Road, regarding a man down. Upon arrival, the officer located a deceased Hispanic male with injuries consistent with being struck by a motor vehicle. The Delano Police Department's Traffic Division responded to assume the investigation.
The Delano Police Department is looking for a maroon Honda, with front end damage and possible damage to one or more of its windows. The identity of the male victim is pending identification by the Kern County Coroner's Office.

Man Shot on Dover Street
On Monday, November 27, 2017 at approximately 10:00 pm, officers of the Delano Police Department responded to the 400 block of Dover Street regarding a subject who had been shot multiple times. Officers arrived and located the victim, who was later transported to an area hospital where he remains in serious condition.

Kidnapping Update
After exhaustive investigation, it was determined the "victim" was not forced into the vehicle. The two boys exiting the vehicle who appeared to grab the "victim" were friends who simulated a kidnapping. An unrelated third party saw this and reported it to the Police Department as a kidnapping. Everyone involved in this case has been contacted and is safe. No crimes were committed.
On Wednesday, November 15, 2017, at about 9:18 am, Delano Police officers responded to the area of County Line Road and Casey Drive, regarding a reported kidnapping.
Delano Dispatch was contacted by Kern County Sheriff's Deputies, who initially responded to a reported traffic collision and located a juvenile suspect exiting a crashed vehicle. The juvenile reported he had been kidnapped at another location within the city and taken to the area where he was located and dropped off by his kidnappers.
The juvenile was transported to a local hospital for evaluation of non-life threatening injuries. While questioned by officers at the hospital regarding his reported kidnapping, the juvenile admitted he had not been kidnapped and had taken the vehicle without the owner's consent.
The juvenile was arrested for auto theft and transported to Juvenile hall, in Bakersfield.
Burglary
On November 8, 2017 at about 5:06 am Delano Police Officers were dispatched to 626 Cecil Avenue in regards to a burglary. Delano Police Officers determined that the suspect gained entry through the front door of the business and took several items from within the store. Officers were able to gather surveillance footage which showed Arnel Tomas Arienda, 38 of Delano, breaking into the store and taking items.
Arienda was later spotted by a Detective from the Special Enforcement Unit in the 800 block of Garces Highway. The Detective attempted to make contact with Arienda but he fled on bicycle. Officers were able to catch up to Arienda in the 1500 block of 6th Avenue where he was taken into custody after a brief struggle. A search of Arienda revealed Arienda was in possession of the property taken from the burglary on Cecil Avenue. After a thorough investigation it was determined that Arienda has been linked to eighteen burglaries throughout the City of Delano Business districts.
Package Theft

Weather forecasters are predicting record El Niño storms. Severe weather could impact Southern California Edison's (SCE) entire service territory. SCE is planning and preparing for the storms, and becoming ready to respond to any potential impacts to our electrical system.
DUI Checkpoint over Labor Day weekend
755 vehicles went through the check point. Every third vehicle screened from 1700-2200 hours, and every second vehicle screened from 2201-0100 hours.
334 drivers were screened overall
21 drivers were detained for investigation.
20 citations issued
2 arrested for DUI
2 vehicles were stored
15 vehicles stopped for traffic enforcement.

Armed Robbery Arrest
On August 13, 2015, at about 1130 hours, the Delano Police Department received a report of an armed robbery at Van's Deli located at 1757 Cecil Avenue in Delano. One male adult entered the store, took several items, displayed a weapon to the clerk, and then fled the area on foot. No one was injured during the robbery. At about 2300 hours Investigating Officers arrested Hilario Morga, twenty-one years in age. Morga was charged with PC 212.5(C) - Robbery.

Attempted Homicide
At about 4:30 pm, Delano Police responded to a call of an adult male who was assaulted stabbed outside the Van's Deli convenience store, 1700 block of Cecil Avenue. The investigation resulted in the identification of two suspects, 20 year old Pedro Villa and 20 year old Alexandra Nicole Lopez. Lopez was located and arrested shortly after the commission of the crime. Villa was located and arrested today, March 7th, by the Department's Gang unit. Both, Lopez and Villa, were charged with attempted murder, conspiracy, and gang related charges. Both were booked into the Kern County Jail.
Spousal Abuse/Attempted Murder/Arrest
At about 1:00 in the morning, Delano Police arrested 63 year old, Juan B. Diaz, for the attempted murder of his 61 year old wife and 78 year old mother-in-law. Both suffered life threatening injuries as both were attacked by Diaz armed with a knife. Officers received a domestic violence call in the 800 block of Asti Street. On arrival, police intervened the in-progress assault by Diaz. Diaz complied with police commands and was taken into custody without incident. Both victims were transported to local hospitals and their condition is unknown at this time. The case is being investigated by detectives from the criminal investigation unit.
Drive-by Shooting/Fatal Crash
Delano Police Homicide Detectives are investigating a drive-by shooting in the 700 block of Dover Place where an adult make sustained life threatening injuries. The victim's brother, who witnessed the shooting, then involved himself in a high speed vehicle chase with the suspect vehicle. The chase ended when the brother's vehicle collided with a tree in the 200 block of W. Garces Highway where he died at the scene. The gunshot victim was transported to a local hospital and is listed in stable condition. The suspect vehicle fled and is described as a possible silver Chrysler 300. Police have no suspect information or description at this time.

Delano Police Department Arrest Homicide Suspect
Investigators have arrested 37 year old, Juan Molina Jr., from Delano, for last night's deadly shooting in the 1300 block of 5th Drive. The victim's identity is pending release by the Kern County Coroner. Molina was subsequently booked into the Kern County Jail and charged with homicide.
The shooting occurred during a party. Police are asking those in attendance, who departed prior to police arriving, to contact the Delano Criminal Investigation Unit at (661) 721-3377 or Detective L. Scott at (661) 720-2245.
Homicide
At about 11:30 pm, Delano Police responded to an assault with a deadly weapon call in the 1300 block of 5th Drive. On arrival, they found a mail adult fatally shot. Detectives are currently investigating the shooting. Anyone with information about the incident are asked to call Detective L. Scott at (661) 720-2245 or (661) 721-3377.
Officer Involved Shooting
On Monday, January 19, 2005, a Delano Police Officer was involved in a vehicle pursuit after attempting to stop a motorist for a minor traffic violation. When the vehicle came to a stop, the passenger, 33 year old Benito Lopez from Delano, exited the vehicle holding a firearm. Lopez was shot after he pointed the weapon towards the officer.
Lopez was transported to a local hospital where he was treated for non-life threatening injuries. He was later booked into the Kern County Jail Facility for assault with a deadly weapon against a peace officer, felon in possession of a firearm, drug possession, and gang related offenses. The driver, 30 year old, Francisco Becerra Jr. from Delano, was taken into custody without incident and booked into the Kern County Jail facility for evading and resisting arrest.
The officer has been placed on paid administrative leave pending the investigation by the Kern County District Attorney's Office and an administrative investigation conducted by the Delano Police Department.
Missing Person Update
Mateo Gonzalez was previously reported as an at-risk missing person. Today at about 2:05 pm, Delano Police Officers located Gonzalez outside the city of McFarland. He was lost and his vehicle had run out of fuel. Thank you for your help.
Missing Elderly Male
Delano Police Department are investigating a missing person case of an 82 year old Hispanic male adult, Mateo Gonzalez (DOB: 9/21/33). Gonzalez was last seen by a relative inside their residence within the 900 block of Quincy Street at about 2230 hours last night (Tuesday). He is described as 5'10", 177 lbs., bald with some gray hair, mustache, and brown eyes. Gonzalez's clothing description is unknown. It is believed Gonzalez left in his pick-up truck: 1990 Ford F150 two-tone black & brown extended cab short bed (CA License Plate: 5E24356). Gonzalez is at-risk due to suffering from dementia and shingles.

DUI Checkpoint
DUI/Driver License Checkpoint Planned for January 17, 2015
Delano, CA--The Delano Police Department Traffic Division will be conducting a DUI/Driver License and Seatbelt Checkpoint on January 17, 2015.
The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely.
In California, this deadly crime led to 802 deaths in 2012 because someone failed to designate a sober driver. Nationally, the latest data shows nearly 10,000 were killed by an impaired driver.
Officers will be looking for signs of alcohol and/or drug impairment with officers checking drivers for proper licensing delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving. Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.
According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent. Nearly 90 percent of California drivers approve of DUI checkpoints.
DUI Checkpoints are placed in locations based on collision statistics and frequency of DUI arrests affording the greatest opportunity for achieving drunk and drugged deterrence. Locations are chosen with safety considerations for the officers and the public.
Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, other expenses that can exceed $10,000, not to mention the embarrassment when friends and family find out.
Homicide-Shooting
At about 12:43 pm, Delano Police responded to the 1700 block of Albany Street for reports of shots fired. When officers arrived, they found a Hispanic Male Adult suffering from several gunshot wounds. The victim was transported to an area hospital where he was pronounced deceased. The suspect vehicle possibly fled northbound on Albany Street and is described as a beige colored SUV. The identity of the victim is pending.

At about 7:20 pm, Delano police officers were dispatched to the area of 7th Avenue and Fremont Street for a report of an injury traffic collision. When officers arrived, they found a vehicle had struck a fence but the three occupants had all suffered from several gunshot wounds. Medical aid arrived but all three occupants of the vehicle were pronounced deceased at the scene. Identification of the victims is pending notification to the next of kin.

At about 11:30 pm, Delano Police Officers responded to 13th Avenue and Clinton Street for a report of a man down. When officers arrived, they found a Hispanic male adult with multiple gunshots wounds. He was pronounced deceased at the scene. The identity of the victim is pending. Homicide
At about 11:10 pm, Delano Police responded to the 300 block of South El Dorado Circle regarding shots fired and a man down call. When officers arrived they found the victim was already transported to an area hospital by personal vehicle. The victim later died from his injuries at the hospital.

Arrest of John Albay Galafate
Today at about 0745 hrs, Delano Police Detectives went to the 1000 block of Dover Place and arrested John Albay Galafate for implication in the murder of John Holguin Espinoza. Galafate was arrested for the following charges: PC 187-Murder, PC 209.5(a)-Kidnapping/carjacking, PC 215(a)-Carjacking, PC 368(b)(1)-Elderly abuse, PC 209(a)-Kidnapping/robbery and PC 212.5(c)-Robbery.
Suicide
On Saturday, August 23, 2014 at about 1800 hrs the Delano Police Department responded to a call of a person found hanging in the 1600 block of Kensington Street. On arrival they found a 20 year old male who was pronounced deceased by the Kern County Fire Department at the scene. The Delano Police Criminal Investigation unit has ruled the incident as a suicide.
Infant Death
On Thursday, August 21, 2014 at 0512 hrs, Delano Police were dispatched to 439 Ellington Street, Apartment D regarding an infant not breathing. When officers arrived they found the infant deceased inside the home. The cause of death remains unknown pending the Kern County Coroner's examination. The case is being investigated by the Delano Criminal Investigation unit.
Shooting/Homicide
On Saturday, August 9, 2014 at about 11:30 pm, Delano police officers were dispatched to the Aviator Casino in Delano regarding a physical fight in the parking lot that ended with gunshots fired. When officers arrived, they found a Hispanic male adult suffering from multiple gunshot wounds. The victim was transported by ambulance to Delano Regional Medical Center where he later died from his injuries. The victim's identity is pending release by the Kern County Coroner's Office.

Sexual Assault
On Friday, August 1, 2014 a 13 year old female was sexually assaulted while walking to school this between 0700-0730 hours. The incident occurred in the 800 block of Main Street in Delano.
The suspect is described as a Hispanic male, 20-30's, 5'4", 140-170 lbs., medium build, medium complexion, wearing a black and blue baseball cap, dark sunglasses, black cargo style short pants, gray or faded purple short sleeve shirt underneath a reddish zip-up style long sleeve top. He had on a black athletic, possible low ankle type shoes with dark colored socks worn below the calf, and carrying a dark colored backpack. The suspect was last seen walking in a southwesterly direction possible towards LR's Pizza located at 8th and High Street.

Shooting/Homicide
On Sunday, June 22, 2014 at about 1929 hours, Delano Police responded to an assault with a firearm call in the area of 6th Avenue and Ellington Street. On arrival, officers found 20 year old, Dwayne A. Watson Jr., suffering from a gunshot wound. He was transported by ambulance to DRMC where he died from his injuries.

Train Vs. Pedestrian
At about 10:50 p.m., Delano Police officers were dispatched to the railroad tracks on 11th Avenue, in Delano regarding a train vs. pedestrian. The pedestrian was an elderly female, identification is still pending, was killed. The case is still pending investigation.

Shooting
At 9:45 a.m., the Delano Police Department responded to a shots fired call near the intersection of Garces Highway and Albany Street. When officers arrived, they found 29 year old Richard Agbalog suffering from an apparent gunshot wound. Agbalog was transported by ambulance to a local hospital and is listed in stable condition.
Suspects are described as Hispanic males occupying a small white pick-up truck with a black or blue striped line along its sides.

Arrest
On Thursday, March 13, 2014 Delano Police Department investigators arrested 18 year old, Javier Valdez Jr., for the shooting of a North Kern Community School student who was walking home from school in the 1800 block of Cecil Avenue on November 5, 2013. Valdez was arrested in Pixley, CA. and was transported to the Kern County Jail Facility without incident. Valdez was charged with assault with a deadly weapon, gang related and weapon charges.
Train v. Pedestrian/Delano
At 1:28 am, 23 year old Jorge Chavez-Moreno, was struck by a southbound train near 1st Avenue and Glenwood Street in Delano. He was transported to a local hospital for non-life threatening injuries. The incident caused a two hour road closure. The incident is being investigated by Union Pacific Rail Road officials and the Delano Police Department.

Missing Person
Delano Police is investigating a missing person case of a Hispanic female juvenile. Elisa Ofelia Torres (DOB 2/13/2002) was last seen by her mother outside of their Delano apartment at 1910 Garces Highway, Apt. C1, yesterday evening at about 6:30 pm. She is described as 5'6" tall, 106 lbs., brown shoulder length hair, brown eyes and wears prescription eye glasses. She has a scar on her left arm and was last seen wearing a black and white jacket and black pants.

Missing Person
On Wednesday, February 5, 2014 at 10:13 am, Jose Roberto Mendez (30 years old) was last seen by Delano Police Officers in the 1300 block of Rounds Street. The family has since reported him missing and he has not been seen since. Mendez's destination is unknown and is possibly on foot.
Mendez is described as: a Hispanic male adult, 5'9", 185 lbs., brown hair and brown eyes. Mendez was last seen wearing a blue jacket, white shirt, blue jeans, and black shoes. Mendez suffers from schizophrenia and insomnia and has not taken his medication.

Shooting
On Sunday, January 26, 2014 at about 9:50 p.m., Delano Police responded to the 2000 block of Girard Street for shots fired.
When officers arrived, they found a 20 year old Hispanic male adult suffering from gunshot wounds. He was transported to an area hospital by ambulance. The suspect is described as a male, wearing dark clothing and a baseball cap. The suspect was last seen traveling eastbound on 21st Avenue from Girard Street on foot.

Shooting Investigation
On January 22, 2014 at about 0200 hours, Delano Police officers responded to the 400 block of 18th Avenue regarding shots fired and a man down call. When officer arrived, they found 21 year old, Victor Salas, suffering from multiple gunshot wounds. He was transported to a local hospital is an listed as stable but critical condition.

Shooting Investigation
On January 20, 2014 on or about 0114 hours, officers of the Delano Police Department responded to the 600 block of Garces Highway in regards to a shooting that had just occurred. When officers arrived, they located three victims of the shooting just outside of the front of Rosy's Place, a bar located in the 600 block of Garces Highway. The victims, three Hispanic males were suffering from multiple gunshot wounds to the head and neck.

Missing Person
On Wednesday, October 9, 2013, at 10:00 pm, Erika Padron Lango was last seen by her husband Julio Lango, as she left their Delano apartment to walk to a friend's house. She never made it to her friend's house and did no arrive to work, Thursday, October 10th.

Delano Police Department Mobilizing to Combat Drunk and Impaired Driving
Drunk Driving. Over the Limit. Under Arrest.
Drinking and driving during the winter holiday season could land you in jail. The Delano Police Department will be out in force to ensure that our roadways are as safe as possible for residents and visitors this holiday season. Delano Police Officers will be conducting a DUI/Driver's License checkpoint on Friday, December 28, 2012. During the checkpoint, officers will identify and arrest drunk drivers before they can cause harm, as well as educate the public on the dangers of drunk and impaired driving.
Delano Police Chief Mark DeRosia is adamant that drunk driving is a preventable, violent crime. A preventative measure is encouraging the public to call 911 if they see a suspected drunk or impaired driver. "Law enforcement officers on the streets are the most obvious part of anti-DUI efforts," said Chief DeRosia. "But programs like this can help tremendously to both keep drivers from drinking in the first place and to prosecute them if they do drink and drive and are caught. The only safe Blood Alcohol Content (BAC) level for driving is ."

Arrest
On Thursday, December 6th, 2012, Delano Police arrested 27 year old Armando Enrique Herrera of Earlimart for the fatal shooting of Ebelio Avila from Delano that occurred in June of 2005. Avila was by himself seated in the driver seat of his parked vehicle when he was gunned down by a lone assailant at 14th Avenue and Main Street in Delano. Avila was 20 years old.
Herrera was arrested at his home in Earlimart and booked into Kern County Jail without incident.
Suspicious Package
On Wednesday, December 5, 2012, at about 1224 hours, hospital staff from Delano Regional Medical Center, located at 1401 Garces Highway in Delano found a suspicious package in one of the trash cans inside one of its emergency rooms during routine cleaning. Hospital staff removed the package and then placed it outside of the building. Delano Police Department responded and cordoned off the area. After a brief inspection of the package by police officers, the Kern County Sheriff's Department Bomb Squad responded and determined that the package was not an explosive device.
Wanted
On October 23, 2012, at about 0930 hours, information was received on the whereabouts regarding a wanted person, Christopher Howard. Christopher Howard had a felony warrant for his arrest. Howard was under investigation due to a string of burglaries occurring on Main and High Street.
Howard was arrested from the Penny Wise Motel, for the outstanding warrant. During the investigation, there were numerous items that were stolen from businesses that were discovered. Howard was interviewed, where he admitted in detail how he burglarized businesses in the area of Main Street and High Street. Howard was booked at Kern County jail on 12 felony counts of burglary and 12 commercial burglary cases were solved.
Traffic Collision
On October 22, 2012, at about 1215 hours, a vehicle traveling southbound on High Street in the City of Delano, jumped the center divider from a right hand turn lane and hit a vehicle who was traveling eastbound on Cecil Avenue. The female driver of the eastbound vehicle died at the scene of the collision. The male driver of the other vehicle, Robert Kennemer, 37 years old, received moderate injuries and was being seen at a local hospital.
The cause of the collision is not known at this time and the case is still under investigation.
Drive By Shooting
On September 26, 2012, at about 2226 hours, officers were dispatched to the 1500 block of Clinton Street in regards to a gunshot victim. Upon arrival, officers contacted the victim, Eduardo Gutierrez. D.O.B. 01/30/1991. Gutierrez was walking on the sidewalk on the east side of Clinton northbound with a female when two Hispanic males drove up in a four door Honda sedan, primer black in color. The passenger got out of the vehicle and ran up to Gutierrez, firing a .22 caliber rifle several times hitting Gutierrez in the legs and lower torso area. The suspect then returned to the vehicle and fled in the vehicle southbound on Clinton Street. Gutierrez was transported to the Kern Medical Center (KMC) in Bakersfield by Delano Ambulance and treated for his wounds. Suspects are still outstanding.
Incident
When officers arrived, the victim was found bleeding profusely from his head and eyes. When contacted, the victim reported that he had fallen down and was refusing to cooperate and refusing medical attention.
On January 28, 2012, at approximately 2206 hours, officers were dispatched to the 800 block of Ellington Street in regards to subjects involved in a fight. It was reported that one of the subjects was observed wielding a stick or club, striking the victim.
After some insistence from the officers at the scene, the victim was transported to Delano Regional Medical Center for treatment. He was later transported to KMC for additional treatment. Victim is reported to be in stable / guarded condition. The suspects remain at large.

Homicide
On January 12, 2011, Delano police officers and detectives were dispatched to Delano Regional Medical Center in regards to a suspicious death. At the time of the report, Delano Detectives investigated the matter as a potential homicide. After a lengthy investigation the case was filed with the Kern County District Attorney's office.
Warrants were issued on two people on January 27, 2012. Both subjects were charged with homicide and willful cruelty to a child. Noemi Mendoza was arrested on 1-27-2012 at approximately 1430 hours in Shafter. The other suspect, known as Cesar Orsuna, aka Cesar Pena/Oscar Mendoza, remains at large and is believed to be in Mexico.

Armed Robbery
On November 2, 2011 at 1630 hours, Delano Police Officers were dispatched to 1015 Cecil Avenue (Allied Cash Advance) for a report of an armed robbery. Three male adults entered the business, one armed with a handgun. Suspects demanded money and injured the two employees. The employees received medical treatment and were released. Suspects fled the scene in an unknown direction with an undetermined amount of money. The suspects are described as Black Male Adults, all approximately 6'0', medium build, one suspect wearing a white shirt. The investigation continues. Bomb Scare
On November 2, 2011 at 0036 hours, Officers were dispatched to 1621 Lexington Street for a disturbance between a male and female. Through investigation, Officers determined that a incendiary device was found near the male suspect's vehicle. Kern County Sheriff's Department Bomb Squad was summoned to the scene to take control of the device which was made safe without incident. Officers arrested Jose Miguel, 25 years old, for several weapons violations and criminal threats.
Attempted Kidnapping
On October 25, 2011 at 6:30 am, a 14 year old female juvenile was walking within the 1000 block of Randolph Street. She was approached by a male who then took hold of her and presented a knife. The victim was able to escape and flee the area unharmed. The suspect fled southbound on Randolph Street in a vehicle. The suspect is described as a Hispanic male adult, late 20's, 5'3", medium build, medium complexion, wearing a black baseball cap and blue jeans, shirt description unknown, subject also spoke Spanish. Home Invasion
On October 20, 2011 at 2200 hours, Delano Police Officers were dispatched to 2119 Chaparral Drive for suspicious circ*mstances. Officers discovered that a home invasion robbery had just occurred at this residence. One victim was injured in this incident, he was later transported to Delano Regional Medical Center where he was treated and released. The suspects fled the scene but after Officers searched the area they located two of the suspects. They were identified as Juan Nunez (19 years old) and Ricardo Cisneros (27 years old). There are three suspects still outstanding. They are described as Hispanic males armed with firearms. These subjects spoke English and Spanish. Oxford Street Shooting
On October 18, 2011 at approximately 2020 hours, Delano Police Officers were dispatched to 2020 Oxford Street for a report of a shooting. Officers arrived at the scene and discovered there were two gunshot victims, a Hispanic male juvenile and a Hispanic male adult. These victims were transported to a nearby hospital for treatment. The suspect vehicle is described as a dark, four door, occupied by 3-4 subjects. This vehicle was last seen fleeing northbound on Princeton Street. Robbery
On October 10, 2011 at 1515 hours, Delano Police Officers were dispatched to 1009 Main Street (Advance America) for a robbery. Through investigation, Officers determined that two male adults entered into the business, brandished a firearm and demanded money from the teller. The two subjects were able to escape the scene with several hundred dollars in US currency in hand. Suspect #1 is a black male adult, 5'-0", medium build, wearing a black baseball cap and turquoise and black checkered shirt with dark colored pants. Suspect #2 is black make adult 6'-1", 230 lbs., wearing a long sleeve striped shirt. Home Invasion Robbery
On September 24, 2011 at 0336 hours, officers of the Delano Police Department were dispatched to 1020 Madison Street for a report of a home invasion robbery. Upon arrival, officers determined that two victims of the robbery chased after the suspects on foot. One of the victims, identified as Javier Ruiz, was fatally shot by the suspects. Shots Fired Call
On September 8, 2011, at about 1820 hours officers from the Delano Police Department were dispatched to 1516 Belmont Street in regards to shots fired. Upon arrival officers contacted the first victim/reporting party, identified as Moses Moreno. Moreno reported that Norteno gang members fired 5 to 6 shots at his residence. The first victim was not hit. While at the scene a second victim was identified. The second victim was a young child that had been struck in the knee by a stray round. The second victim was transported to DRMC where she was treated for a minor injury. She was later released.
Two juvenile suspects were identified and in custody. The third suspect has been identified but, remains at large. His arrest is pending. The weapon used in the shooting has not been located, search and arrest warrants are pending. The investigation continues.
Shots Fired Call
On September 4, 2011, at about 0222 hours, the Delano Police Department received reports of gun shots fired in the area of Garces Highway and Glenwood Street. Officers responded and located four victims. The victims were walking in the 400 block of Glenwood Street when they were contacted by four Hispanic males, who were about eighteen years old, and were driving a black four door car. A physical altercation ensued between the victims and the suspects which lead to one of the victims, Enrique Martinez (44 years old) of Madera, being stabbed in the back. Martinez was transported to the Kern Medical Center in Bakersfield where he was reported to be in stable condition. It is believed that several gunshots were fired, but nobody was struck. This case is currently under investigation by the Delano Police Department Detective Division.
Stabbing Incident
On 7/15/2011 at 2340 hours Officers and Detectives of the Delano Police Department were dispatched to the area of 11th and Fremont in regards to a subject down, lying in the middle of the street. When Officers arrived on the scene they discovered that the victim had been stabbed. Medical aid was summoned to the the scene. The victim was transported to Kern Medical Center for additional treatment. The victim was identified as Jose Jorge Lopez, DOB 11/21/1990 of Earlimart. The investigation continues.
At Risk Missing Adult
On May 21, 2011 at about 1030 hours, Bartolo Rodriguez born January 1, 1930 was reported missing by his family. Bartolo has left his home before and is considered at risk due to a deteriorating medical condition. Bartolo left his home in April, and was subsequently found in Tulare County. Possible Suicide
On Monday, May 16, 2011 at 0838 hours, officers of the Delano Police Department were dispatched to 1614 9th Avenue in Delano in regards to a possible suicide. Upon arrival, officers discovered the body of the resident who appeared to have a self inflicted gunshot wound to the head. The victim was found by family members in his room. The weapon was located near his body. The Kern County Coroner and Detectives from the Delano Police Department responded. The victim's name is being with held at this time pending further investigation.
Garces / Ellington Traffic Accident
On May 15, 2011 at 2140 hours officers of the Delano Police Department were dispatched to the area of Garces Highway and Ellington Street in regards to a hit and run, vehicle vs. pedestrian traffic accident. The victim was found at the scene. The driver of the vehicle fled the scene. The victim identified as Jose Ignacio Melgar, 18 years old of Delano had sustained serious injuries. He was transported to Kern Medical Center in Bakersfield for treatment. He is listed in serious condition. Cecil / Ellington Shooting
On May 13, 2011 at 2135 hours, officers of the Delano Police Department Patrol Division were dispatched to the AM/PM gas station at 1600 Ellington Street in regards to shots fired. Officers did not locate anyone at the location. The victim was later contacted at Delano Regional Medical Center Emergency Room. He was being treated for a single gun shot wound to the stomach. The victim was later transferred to Kern Medical Center for additional treatment and surgery, the victim is in guarded condition. The victim's identity is being with held at this time. This is an ongoing investigation.
BUCKLE UP DAY AND NIGHT
One Million Californians Still Not Buckling Up
Delano, California - As families across California plan for upcoming spring travel, there’s not much you can do to control the cost of filling up the gas tank, but you an avoid costly ticket by making sure that everyone in the car wears their seat belt. Law enforcement throughout the state, including Delano, P.D. will be looking for unbelted drivers and passengers as part of the 2011 Click It or Ticket mobilization, May 23 - June 5. The fines and fees for first time adults seat belt violations is a minimum of $142. For children under 16, the fine is $445 for a first time offense.
Because nighttime passenger vehicle occupants are among those least likely to buckle up and most likely to die in crashes when unrestrained, nighttime enforcement has become a priority of the Click It or Ticket mobilization. Nationwide, of those who died in nighttime crashes in 2009, nearly two-thirds (62 percent) were not wearing seat belts at the time of their fatal crashes.
Many nighttime traffic deaths can be prevented if more motorists simply start wearing their seat belts. Law enforcement throughout the area will be looking for seat belt violators, day and night. Citation will be issued without warning. It’s about keeping the ones you care about alive. Remember to buckle up on every trip, day and night.
California’s current seat belt use rate of 96.2 percent is at an all - time high, but that still leaves nearly one million people who are not buckling up, putting their lives at risk every time they get into the car. The Click It or Ticket mobilization is credited with increasing the state’s adult seat belt usage rate from 92.5 percent in 2005 to 96.2 percent in 2010.
“We are very proud of California’s seat belt and child safety seat use rates,” said Christopher J. Murphy, Director of the California Office of Traffic Safety. “However, with nearly one million motorists still not buckling up, there is much more work to do. Reaching the last four percent of motorists is crucial to reaching our goal of zero deaths.”
More than 600 permanent Click It or Ticket highway signs, which have been up since 2005, have been updated to reflect the “Minimum $142” message as a reminder to motorists that failing to buckle up is costly.
Properly restrained drivers, passengers and children have a 50 percent better chance of surviving a crash than unbelted occupants. Those ejected from vehicles in crashes or roll-over are up to 35 times more likely to die than restrained occupants. In 2009 alone, seat belts saved approximately 12,713 lives nationwide. In California, it is estimated that 320 people who were killed in 2009 would be killed in 2009 would be alive today if they been wearing seat belts.
More than 140 local law enforcement agencies statewide and the California Highway Patrol will be participating in this year’s Click It or Ticket mobilization. Funding to support California’s Click It or Ticket campaign was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
Delano Police Taking Back Unwanted Prescription Drugs

Delano Ca - On April 30 from 10 a.m. to 2 p.m. the Delano Police Department and the Drug Enforcement Administration (DEA) will give the public another opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your medications for disposal to the Delano Police Department located at 1022 12th Avenue. The service is free and anonymous, no questions asked.
Last September, Americans turned in 242,000 pounds—121 tons—of prescription drugs at nearly 4,100 sites operated by the DEA and more than 3,000 state and local law enforcement partners, including the Delano Police Department.
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.
Four days after last fall’s event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act, a process that can take as long as 24 months. Until new regulations are in place, local law enforcement agencies like the Delano Police Department and the DEA will continue to hold prescription drug take-back events every few months.

Bartolo Rodriguez, 80 years old, of Delano has been located by the Delano Police Department.
On 4/2/11 at about 1730 hours, officers of the Delano Police Department received information regarding an at risk missing adult with Alzheimer's. Bartolo Rodriguez, 80 years old, was reported missing from his home and has not been seen for several hours. Rodriguez is considered to be at risk. McDonald's Robbery

On Tuesday night February 15, 2011 at about 11:45 PM Delano Police Department officers responded to the McDonald Restaurant 907 Cecil Avenue in Delano on a report of an armed robbery. McDonald’s employees reported to officers that a masked man armed with a firearm entered the restaurant and took an undetermined amount of cash at gunpoint. Two McDonald’s employees Luis Rivera (DOB 03/14/90), a McDonald's Manager, and McDonald’s employee Toni Rivera (DOB 02/10/93) were identified as the suspects and later arrested. Delano detectives discovered the stolen money and weapon used while serving a search warrant at the suspect’s home.
Shooting 11th & Ellington
On 2-13-2011, at 1508 hrs Officers from the Delano Police Dept were dispatched to the area of 11th and Ellington regarding a possible shooting. When the officers arrived the persons involved in the shooting had already fled. Evidence was located at the scene that confirmed a shooting had taken place. A short time later the police department received a call from Delano Regional Medical Center, reporting that they had a person in their E/R with a gun shot wound to the back of his head. He was identified as Jacob Ramirez. The victim had been shot once in the head with a large caliber handgun but only sustained minor injuries. He was treated and later released from the hospital. The victim is a self admitted gang member and refused to cooperate with police. Witnesses were contacted at the scene and they reported that the suspects in this case were seen driving a black, newer model, Dodge Charger. Yellow paper plates were attached to the vehicle. The passengers in the victim's vehicle only provided limited information. The investigation continues.
Crow Abatement Efforts Increase
Delano Police Department to Begin Using Blanks
The Delano Police Department, in an effort to abate the crows within the city, shall begin using shotgun blanks to scare the crows away from certain businesses and other locations. The public is being notified that to increase our eradication and hazing program of the crows located in the city of Delano. The blanks will make a loud noise designed to scare the birds away, but in no way will the birds be harmed from the use of this eradication measure. Citizens are forbidden from shooting at the crows and should contact the Delano Police Department if their home or business is having a problem with these birds roosting in these locations.
Every effort will be made by the officer deploying the shotgun blank deployment system to notify the general public over the vehicle's public address system before deployment occurs. The Delano Police Department again wants to reassure the public that no birds will be injured as a result of this technique used, and also discourage any citizen from breaking the law by firing weapons within the city unless authorized to do so.
Gang Sweep
On November 17, 2010, Delano Police Department in conjunction with members of the Kern County Street Intervention Team (SIT) which included officers from Kern County Probation Department, State Parole, California Highway Patrol, Bakersfield and the Buttonwillow offices, Shafter Police Department, Arvin Police Department, Kern County Housing Authority and the Bakersfield Police Department conducted a Gang, Parole, Probation sweep within the city of Delano. A total of 117 identified documented gang members were targeted. Of this number 75 contacts were completed. 44 calls for service were generated. 1 sawed off shotgun was seized. 10 probation searches were completed. 12 parole searches were conducted and a total of 11 arrests were made. Overall we considered the operation to be a great success and it will have a good impact on the city of Delano and surrounding area.
Seat Belt Enforcement Crackdown Planned
CLICK IT OR TICKET Safety Campaign Saves Lives
Delano Police Department will be out in force 11/15/2010 thru 11/28/2010, searching for those unbelted drivers and passengers, enforcing California's seat belt laws as part of a year-long Click It or Ticket campaign. Police and safety experts are partnered to keep this safety message to the forefront of everyone's mind and to aggressively enforce the law to those violators who do not buckle up.
The state's seat belt use rate in 2009 was 95.2 percent, which still leaves more than a million Californians vulnerable. Through enforcement and awareness of these preventable tragedies, fewer lives will be lost. 2008 collision data shows that more than 1,389 people in passenger vehicles died in crashes while unbelted. About half of these lives could have been saved if they had been wearing seat belts at the time of the crash.
"Seat belts save lives and law enforcement will stop and cite those driving or riding without seat belts in vehicles this week," said Police Chief DeRosia. "Officers will not give a pass on this critically important safety requirement, so please buckle up and protect your passengers by ensuring they fasten their seat belts or use the proper child restraint system."
Delano police officers will be out at all hours during the campaign, day and night, making sure that everyone is safely buckled in. Teens will be a particular focus of officers, as their usage rate lags behind adults, yet they are disproportionately involved in more crashes. Proper restraints can increase chances of surviving a serious crash by 50 percent.

DUI Checkpoint
The Delano Police Department will be conducting a DUI/Drivers License checkpoint on September 17, 2010, from 6:00 pm until 2:00 am. In an effort to reduce the number of persons killed and injured in alcohol involved crashes, as well as educate the public on the dangers of impaired driving.
All too often, members of our community are senselessly injured or killed on local roadways by impaired drivers. This DUI/Drivers License checkpoint is an effort to reduce those tragedies, as well as ensuring drivers have a valid driver's license. A major component of these checkpoints is to increase awareness of the dangers and encourage sober designated drivers.
A DUI checkpoint is proven effective method for achieving this goal. By publicizing these enforcement and education efforts, the Delano Police Department believes motorists can be deterred from drinking and driving.
Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and or drugs will be arrested. Our objective is to send a clear message to those persons who are considering drink a motor vehicle after consuming alcohol or drugs - Drunk Driving, Over the Limit, Under Arrest. The public is encouraged to help keep the roadways safe by calling 911 if they see a suspected impaired driver.

Delano Decoy Police Car Program
The Delano Police Department is pleased to announce that two patrol cars are available for immediate use within the city of Delano as decoy police cars. If you are experiencing fast traffic in your area, we would strongly encourage you to contact our traffic division so we may monitor your area. However, we are able, on a limited basis, to place a patrol car within your area between the hours of 7:30 am and 4:30 pm, on most days. This is a first come, first serve basis, as the Department is limited to using two vehicles for this decoy program.
The decoy program is not a guarantee that traffic will be calmed or in that a particular crime will be stopped, but hopefully, these instances will be deterred.

You will be placed on the reservation list to have a patrol car delivered to your location. Vehicles will be placed in your locale based on this first come, first serve basis, an as equipment and staff time permit.

DUI Checkpoint
On Friday, June 25, 2010 the Delano Police Department, working under a grant by the Office of Traffic Safety held a DUI checkpoint operation. The checkpoint was staged in the area of Cecil Avenue and Oxford Street, in the city of Delano. During the checkpoint 888 vehicles and drivers were screened. One DUI arrest was made. One vehicle was towed. 26 citations were issued for various violations, i.e. driving without a license, unlicensed drivers, seat belt, car seat violations and several moving violations. The Delano Police Department will have additional operations through the remaining calendar year. Those operations will be announced at a later date.
DUI Checkpoint
The Delano Police Department will be conducting a DUI/Drivers License checkpoint on June 25, 2010 from 6:00 pm until 2:00 am. In an effort to reduce the number of persons killed and injured in alcohol involved crashes, DUI checkpoints are conducted to identify offenders and get them off the streets, as well as educate the public on the dangers of impaired driving.
All too often, members, of our community are senselessly injured or killed on local roadways by impaired drivers. This DUI/Drivers License checkpoint is an effort to reduce those tragedies, as well as insuring drivers have a valid driver's license. A major component of these checkpoints is to increase awareness of the dangers and encourage sober designated drivers.
A DUI checkpoint is proven effective method for achieving this goal. By publicizing these enforcement and education efforts, the Delano Police Department believes motorists can be deterred from drinking and driving.
Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and or drugs will be arrested. Our objective is to send a clear message to those persons who are considering driving a motor vehicle after consuming alcohol and or drugs - Drunk Driving, Over the Limit, Under Arrest. The public is encouraged to help keep the roadways safe by calling 911 if they see a suspected impaired driver.
Funding for this operation is provided by a grant from the California office of Traffic Safety, through the National Traffic Safety Administration.

Motorcycle Safety Awareness Month
May is Motorcycle Awareness Month all across California and the Nation. The Delano Police Department will be conducting a specialized Motorcycle Safety Enforcement Operation on May 14th in an effort to continue lowering deaths and injuries. Extra officers will be on duty patrolling areas frequented by motorcyclists and where crashes occur. Officers will be cracking down on traffic violations made by motorcyclists as well as other vehicle drivers that can lead to motorcycle collisions, injuries and fatalities.
While motorcycle fatalities had been on the rise in California, increasing 175% in the last decade, from 204 killed in 1998 to 560 killed in 2008, preliminary numbers for 2009 show that the trend may be changing. The National Highway Traffic Safety Administration is reporting that California may see a 20% reduction in motorcyclists killed. In Delano, 2009 we experienced 2 motorcycle crashes/0 fatalities/2 people were injured.
California collision data reveals that primary causes of motorcycle-involved crashes include speeding, unsafe turning and impairment due to alcohol and other drugs. The Delano Police Department is also reminding all motorists to always be alert and watch out for motorcycles, especially when turning and changing lanes.
"Motorcyclists are much more vulnerable than others sharing the road," said California Office of Traffic Safety Director, Christopher J. Murphy. "Motorcyclists, per vehicle mile traveled, are 37 times more likely than passenger car occupants to die in a crash."

Motorcycle Safety Tips
Tips for drivers to help keep motorcyclists safe on our roadways:
Always make a visual check for motorcyclists by checking mirror and blind spots before entering or leaving a lane of traffic and at intersections;
Always signal your intentions before changing lanes or merging with traffic;
Don't be fooled by a flashing turn signal on a motorcycle -- motorcycle signals are often not self canceling and riders sometimes forget to turn them off. Wait to be sure the motorcycle is going to turn before your proceed;
Allow more following distance, three to four seconds, when behind a motorcycle so the motorcyclists has enough time to maneuver or stop in an emergency. And don't tailgate. In dry conditions, motorcycles can stop more quickly than cars.
Never drive while distracted.
Motorcyclists can increase their safety by:
Positioning themselves in the lane where they will be the most visible to other drivers.
Never drive while impaired
Wearing DOT-compliant helmet;
Use your motorcycle's turn signal; it is California Law. Combine hand signals and turn signals to draw more attention to yourself;
Combining hand signals and turn signals to draw more attention to themselves;
Avoiding riding in poor weather conditions;
Wearing brightly colored protective gear;
Using reflective tape and stickers to increase conspicuity; and
The message to all drivers and motorcyclists is: Help to share in the responsibility and do your part by safely "sharing the road."

Carjacking
On 4/6/10, at about 0022 hours, a carjacking was reported at the Fastrip on Cecil Avenue (466 Cecil Avenue, Delano, CA). Two hispanic male adults took the victim's vehicle at knife-point. The vehicle was located in the city of Earlimart by Delano Police Officers and a pursuit ensued. Yovani Cabrera (DOB: 9/5/84) was arrested at the conclusion of the pursuit, but the second suspect who was identified as Javier Morales (DOB: 9/10/84) fled the scene on foot. Javier Morales was later apprehended by Delano Police Officers at about 5:00 pm near his home in Delano. Both suspects were positively identified by the victim. Investigation is continuing.
Chase Bank Robbery
On 3/13/2010, a bank robbery was reported at the Chase Bank, located in the 800 block of Main Street. During this robbery a hispanic male entered the bank and presented the teller with a note demanding the money. During this robbery the suspect took US currency. On Saturday, 4/3/2010, this same suspect entered the same bank, using a demand note and robbed the same branch. In the second robbery the suspect took additional US currency. During the course of both robberies no firearm was seen. After the seconde robbery witnesses reported that the suspect fled westbound from the bank and attempted to hide in nearby business. The patrol officers on scene established a perimeter around the business. After a short time the officers entered the building and the suspect was apprehended without further incident. In both cases the local office of the FBI was notified. They responded and assisted with the investigation. After the suspect was arrested he was identified as Robert Dominguez, DOB 3/17/1976, transient, living in Delano, CA. As part of the investigation Detectives from Delano Police Department responded. After serving a search warrant at the location where the suspect was arrested cash taken in the robbery was recovered. The investigation continues.

The city of Delano has begun the crow relocation program. The company will be conducting this relocation throughout the city during the evening hours for the next two weeks. Citizens are asked not to disturb the birds and allow the contractor (company) to deal with the nesting issues of these birds. Delano citizens who feel that they have a large concentration of crows within their area (within the city) that are causing problems, may call the Delano Police Department at (661) 720-2274 and report the issue. Our staff, based on the circ*mstances of the nesting, will contact the contractor for either immediate hazing or schedule the hazing for a later time. On January 28th, 2009 the Delano Police Department received information about a fraudulent Internal Revenue Service (IRS) email scam. The email contains information about the recipient being eligible for a tax refund and to click a link to provide personal information. The IRS does not send emails to tax payers nor do they request personal information through email. This email is targeted at stealing personal information from individuals and may lead to identity theft. Please do not respond to any emails of this kind, open any attachments or click any links. Should you receive this email, please report it, via email, to the IRS at phishing@irs.gov.

On 1-17-2009, at about 1223 hours the Delano Police Department was contacted by the Sears Logistical services center, in Delano, and notified of an industrial accident. Security Officer Rosemary Montiel 20 years old, of Earlimart was found in a small electrical security patrol cart, pinned under a trailer, by other security personnel who were looking for her. Sears personnel had lost contact with Montiel prior to her being discovered. Montiel was transported to Delano Regional Medical Center where she was pronounced dead at 1257 hours. There was no evidence of foul play and the case is being considered an accident.
