Dayton Daily News and Journal Herald Psychiatric choice gets everyone mad Winner says too little; losers fight result By Ray Marcano STAFF WRITER St. Elizabeth Medical Center has appealed a state decision that allows the hospital to start a scaledback psychiatric program for adolescents. In addition, at least four other health care facilities that sought approval for psychiatric programs have appealed the decision by the Ohio Department of Mental Health to deny the applications.
Jim Isaacs, St. Elizabeth's executive vice president, said the hospital appealed because: It feels the state does not have power to place conditions on the approval. Those conditions are that the program have 12 beds not the 15 St. Elizabeth requested and that no other psychiatric beds are added in the Dayton area. I The conditions are "arbitrary and prejudicial" since conditions were not set for the other institutions that received state approval.
There is a need in the Dayton area for the 15 psychiatric beds for adolescents the hospital wants. All appeals will be heard by the Certificate of Need Review Board in Columbus. Linda Linden, a review board official, said Community Psychiatric Centers of Santa Ana, Greene Memorial Hospital of Xenia, Grandview Hospital and Medical Center of Dayton, and the Ohio Psychiatric Institutes (on behalf of Dartmouth Hospital) all filed appeals Thursday. Since the board had not finished reviewing all the paper work by late Thursday, there's a possibility other local groups have appeals pending as well, Linden said. Ten 1 health care facilities asked the mental health department for permission to start psychiatric programs for youngsters in the Dayton area, but only St.
Elizabeth won approval last month. In making the decision, mental health officials said St. Elizabeth submitted the best proposal adressing the local need. In addition, the department said the Dayton area now only needs 12 beds for psychiatric patients. St.
Elizabeth plans to spend $109,588 to renovate space at its hospital and convert existing medical-surgical beds to psychiatric beds. The appeals process takes about two months. When the board issues its decision, any of the parties involved in the appeal can take additional court action that could take years to resolve. Until then, St. Elizabeth cannot start its program.
Pluto gives astronomers a show of several lifetimes LOS ANGELES TIMES PASADENA, Calif. The most distant planet in the solar system, so far away and so tiny it is 1,600 times too faint to be seen with the unaided eye, is putting on a show for astronomers that comes only once in a lifetime. Pluto, the oddest ball in the solar system, lies on its side as it orbits the sun, and it is so aligned with the Earth right now that its moon passes in front of and directly behind Pluto as it spins around the planet every 6.4 days. By measuring such things as reductions in luminosity as part of the planet or its moon is obscured by the other, astronomers are able to learn much about the size, density and composition of both bodies. And they won't have a chance like this again for 124 years.
Not until Pluto travels half way through its bizarre orbit around the sun will it once again position itself so that similar measurements can be made. And the next time it happens, it will be much farther from the sun than it is now, so it will be about 10 times fainter, according to David Tholen of the University of Hawaii's Institute for Astronomy. "So this is really a chance of three lifetimes," he said during an interview. Tholen and a host of astronomers discussed their research Thursday during the annual convention of the American Astronomical Society's division of planetary sciences, which is meeting in Pasadena. Pluto is so far away and so dim that even the most powerful telescopes on Earth record only a tiny pinpoint of light when focused on the distant planet.
And Pluto missed out on the grand tour of the planets by the Voyager spacecraft. Voyager is to visit Neptune in 1989, but Pluto will be in the wrong place to encounter the robotic probe, leaving it as the only planet unvisited by a manmade device. And there are no plans to sehd a spacecraft to Pluto. So, for astronomers like Tholen, this is the best shot they are likely to get. Bond set at $25,000 in fatal shooting Bond was set at $25,000 Thursday for a Westwood Avenue man charged with shooting a Dayton man in the head Sunday afternoon.
Lawrence Johnson, 18, is charged with murder in connection to the shooting death of Anthony W. Grayson, 23, of Dayton. Police say Grayson was wiping off his car at 1300 N. Gettysburg Ave. about 2 p.m.
Sunday when he was shot with a shotgun. Another man, Marquette Dorsey, 20, of 4061 Prescott has been charged with complicity to commit murder. Police said Johnson and Dorsey drove to the Gettysburg address in Dorsey's car and then Johnson shot Grayson. Dayton Police Lt. Dan Baker said police were investigating an Oct.
30 robbery of a large amount of cash stolen from Grayson's house at 435 Shoop Ave. Grayson suspected Johnson of the theft. Dayton Municipal Court Judge Alice McCollum set a Nov. 18 preliminary hearing for Johnson, of 241 Westwood Ave. He is being held in the Dayton City Jail.
